It's a bit esoteric; for context, ever since the 30's and 40's the stats community has had a bit of a philosophical divide between Frequentists and Bayesians (basically two different ways to interpret probability). It has gained some fervor lately due to Silver's prominence and the fact that he is a proclaimed Bayesian: but believe it or not, he's NOT a statistician. He's an economist. My guess is that in the continuum of "Bayesians" he falls in with the "for-profit risk analysts" who set up straw-man arguments in favor of Bayesian methods over other classical methods.
