Name of show: Elysium Q541
13 episode mini-series.

The year is 2313. Until recently Mars had been a small settlement of miners and scientists, but the Second Great wave from Earth is pushing outward. The lunar cities have been building colony ships for journeys out to Titan and Europa, but a breakthrough in fuel technology by a group funded by the Mars Mining Corporation has suddenly made Mars the hot spot for new opportunities in mining and manufacturing. The city of Elysium has been growing exponentially for thirty years now, full of the dreamers, the adventurers, those waiting for space on colony ships, the daily workers and of course the disillusioned and those who've reached dead ends.

Taxed for resources, the burgeoning city conscripts unlikely characters for its governance. Like frontier cities of old, the gentlemen's agreements and small-scale conflict resolutions of colony government are failing in the light of this new mass of people. Court judges are often old academics from the free school, Mars University. The mayor is also the son of the CEO of Mars Mining Corp. Nepotism used to be quaint but now it is an ugly fact of life. The police force is a tight-knit crew of mine workers who are slowly being overwhelmed and enticed by the power of vigilantism. The forensics unit is whoever the police force know in the University, and most of them are more mineral scientists than anything else.

A string of serial murders has held Elysium in a stranglehold for a year. Mars Mining corp has arranged for an independent, for-profit detective agency and lab from Earth, to come and investigate as part of a year-long contract. The agency, Q541, is part of an Earth guild that sprung up in the mid 2200's when city governments scaled back to bare-bones infrastructure and basic patrols. The guild are rational, tough, and committed to discovering truth no matter who's paying them. They are outsiders on Elysium, discovering the stark reality of a city toying with anarchy and corruption, in a society that values their contracts less than the cost of the quantum memory cube it takes to store them in. They face inscrutable crimes, few resources, and the ultimate temptations to betray the very foundation of Guild ethics.

Some Characters:

Rafael Abrigas, age 47: Guild Inspector, leader of the Q541. He is a kind of "black sheep" of the Guild, in that he wasn't ever formally trained. He instead came to the guild after he broke a high-profile case as a lowly city-employed beat cop, 15 years ago, and then breezed through the Guild exams and tests. He is disciplined, observant, and passionate. He is good at putting together a big picture from many small clues. Other guild-trained inspectors would say he sometimes lets his emotions cloud his judgement, but he lets his case record speak for itself. He takes the Mars job for more than money; though his team-mates don't know it, he has an old girlfriend and daugher living on Elysium, and the girlfriend was a recent victim of the serial murderer.

Linda Perez-Abrigas, age 45: Guild Detective, specializing in psychological profiling and criminology. Married to her partner, Rafael, for the past 10 years, after her first Guild-endorsed marriage fell apart. Her kids from the first marriage are back on Earth, though she is estranged from both them and her former husband. She is driven by her work and despite being a strict Guild-trained rationalist, she has a streak of pride in her work and sometimes gets carried away in the rush of the cat-and-mouse game she plays with the criminals she profiles, which can make her a very scary person to be around at times. She is an expert marksman, the best on the team. She has a natural beauty and a warm smile when she lets it show. She doesn't need make-up or high heels to be intimidating, which is good because she considers them both unnecessary.

Marco Sandoval, age 31: Forensic analyst, a "lab rat of all trades" kind of guy. He is very vocal in his dislike of the available facilities on Elysium. He is guild-trained on the mobile lab equipment and his specialty is design of experiments and statistical inference. He is brilliant and very good at his job, but back on Earth he was a functional drug addict. It's a lot tougher to find a fix on Mars, and when his stash from Earth burns in a fire, he's left to either betray his guild principles to the local drug czars or to quit, cold turkey.

Calamity Price, age 35: Known as "Cal". Named for the 4-day conflict that almost came to nuclear blows between Cuba and her home, the Republic of Texas, that ended bloodlessly on the day of her birth. She is the Q541 agency Archivist and contract lawyer. She is not used to being "in the field" and while for Earth jobs she managed to stay behind a nice cosy desk, she couldn't well stay behind on Earth for a year-long assignment. She is Guild-trained and despite her raucous name, has a tendency to be straight-laced and rather humorless. She is very good at following paper trails. She spends a lot of time on Mars as the rendezvous between the Mayor's office and the Agency. She starts up an affair with the Mayor--we're not sure if it's truly because she likes him or because it can give her some leverage in the Martian political landscape.

Rajeev Krishnan, age 36: Mayor of Elysium, heir to the Mars Mining Corporation. Used to having his own way, he doesn't need to fix any elections but he would if it kept him in power. He is very self-assured, which can be funny at times, but he has a ruthless streak when it comes to protecting both the people of Elysium and his own interests. If his father knew the kinds of powers he authorized in the Police force, he would be very disappointed in his son. Rajeev grew up on Mars but studied at the famed Lunar Academy on the Moon.

Ajala Martin, age 57: Mars Police Chief, descendant of Nigerian mining colonists. She is a very tired person, seems almost resigned to the fate of her police force becoming a bunch of thugs. She is a good "good cop" interrogator, and though she may seem a pushover at first she has a conscience and a line she won't cross. She understands Martian culture and she has extreme pride in the miners, and though she distrusts "lab techs" and the intellectual judges, she would love to see her young granddaughter Anna go to study at Mars University. Every time a colony ship docks, she imagines herself on it, heading to Europa or Titan.

Thomas Martin, age 33: Ajala Martin's son, he's the "bad cop" to his mother's good cop. He has a lot of connections; his father was a very prominent miner before his untimely death, and due to his mother's status as police chief he gets in on a lot of bribes. He is the muscle of the Elysium police force. Prone to violence. He starts out despising the Q541 agency but slowly grows to accept them. He strikes up an unlikely friendship with Marco Sandoval, that probably doesn't benefit either of them. He is usually good at separating work from family, but with the growing tension of a city bursting at the seams, he is reaching his limits.

There are some other characters too, on both the Q541 team and the Martian front, but I'll just stick with those ones for now; I think one evening spent thinking about this is plenty ;)

I like this idea a lot - very interesting worldbuilding going on here, quite different to how I would have approached it and all the better for it. And what I consider to be some pretty good casting choices too. Okay, so when does it start airing? :D

I'll have to think about that one...for some reason, I'm seeing it as a sitcom, something like Third Rock from the Sun or something, but possibly not...
