PS. As to the conscience/obedience thing going on here, if it makes it any better, Eleven does a definite screw up of his face before doing it - he doesn't like resorting to it. Also conscience may not have solved it - because if the souls without bodies are gone forever, the man may have hesitated longer over the dilemma involved. So obedience was the surest one to get Oswin and the still-available-bodies people freed.
I think, anyway? But, yes, not something the Doctor liked doing - v uncomfortable.
