it could be anybody, honestly. it would be interesting, potentially, if it were the Doctor, but that would also, imho, be too obvious, which is why i hope that isn't the case.
and re the Bishop - at least as i interpreted the scene - he knew the man that River killed, and that man wasn't the Doctor. that scene would play really, really weird if it were.
