Maybe I misheard (not the first time!) but I think he should have felt the weight of the situation more, even though the moral decision is fairly straightforward: to save all of those you can and not delay a moment, the rest are already lost.

Didn't one of the Shard workers at some point say something like they'd downloaded too many and were starting to attract attention? I think it was a lot of people gone.

Ah well.
